"SECOND
OR 1807 LAND LOTTERY OF GEORGIA"
by The Rev. Silas Emmett Lucas, Jr., 1968
"While the first, or 1805 Land Lottery settled original Wayne County in the southeast corner of the state, and the first five land districts of original Baldwin and Wilkinson Counties, Georgia, the 1807 Land Lottery completed the surveying and distribution of the land lots in Baldwin and Wilkinson; namely, land districts six through twenty in Baldwin, and six through twenty-eight in Wilkinson. The area was ceded by the Creek Nation of Indians to the United States for the use of Georgia by a treaty held in Washington, D.C. on November 14, 1805.
This Lottery, then, together with the first one in 1805, opened up for white settlers a vast oval area between the Oconee and Ocmulgee Rivers, and the Indian frontier was moved farther west from the Oconee to the Ocmulgee.
This land between the two rivers was good fertile ground for crops, and Georgia citizens were anxious to avail themselves of it. By this time, also, they were acquainted with the Lottery method of allocating land and were willing to participate. Georgia now had twenty-six counties with a greater population than ever, and all those who had drawn a blank ticket in the first lottery had another chance in this one.
In 1807 also, the
Georgia Legislature met for the first time in their new capital at Milledgeville
in Baldwin County. A great migration of state officials and business men
made this entire area an important part of the state."
