Campaign “2008” Election Project

 

 

Purpose: 

Students will gain an in-depth understanding of the campaign and election processes in the United States.  By participating in the campaign process, students will be exposed to real-world issues and potential policymakers in the federal government.  This year’s Virginia Congressional and Presidential campaigns should provide a unique opportunity to become involved in the political process

 

Options:

You will have three options for your election project.  You must complete one of the three fully before the due date.

 

Option 1 - Campaign volunteering.  You will work on the political campaign of a candidate for the 2008 Virginia Congressional election office in Fairfax County of your choice (see sample ballot below), the Virginia Senate race (see sample ballot below) or the Presidential election candidate of your choice (see sample ballot below).

 

Requirements:

·         Volunteer 10 hours on a campaign of your choice with documentation of the hours worked by an official campaign worker.  This must include date(s) worked, number of hours worked, and duties performed.  You must also include a phone number of the worker to verify the hours.

·         Write a two-page* reflective essay that includes what you have learned, what you still want to learn and whether you would perform these hours again if given the opportunity.

·         Completed and signed parent/student agreement form.

·         Completed and signed attendance and evaluation sheet to log your hours.

·         NOTE5 of these hours also count toward your required 15 Civic Service hours for Project 2 in the 2nd quarter. 

·         Vote in the 2008 YLI mock election (10/20-10/24).  Signup and procedure will be provided in class.

 

 

 

 

Option 2 - Analysis of the 2008 elections.  You will provide a detailed analysis of the Fairfax County 2008 election offices and bond referendum (see sample ballot below).

 

Requirements:

For each of the following (using the sample ballot list below), prepare an analytical paper (1 page minimum* - a “page” means: typed, 10 to 12 font, one inch margins all around) for each race that covers the job of the office, the candidates, their stands on the issues, the voting record of the incumbent (if there is one), which candidate is favored in the polls, and the possible impact of the challenger’s election. You will also make a prediction for the outcome of the race.  Provide a one page analysis for  the Parks and Recreation bond question that explains the amount of the bond, what the bond is for and the pros and cons concerning the bond. Be sure to back up all your analysis with solid evidence from your research.  Cite your sources using MLA style citations.

                Requirements:

Due Date:

Regardless of the meeting day of your class, all projects are due on or before 2:30 PM on 10/27/08.  You must submit a hard copy to me (analysis and completed/signed forms) and an electronic copy (minus the forms) to turnitin.com (see directions on the class web page) by that time.  The late penalty ( missing on due date, grade drops to a “C” – missing on the second day, grade drops to a “D” – missing on the third day, grade drops to a ZERO) will be in effect if either submission is turned in after the due date and time.  If you are absent on the due date, you must turn in your project anyway or receive the late penalty.  You may either email a copy to me or have someone else bring it to me personally. 

 

Grading:

This project is worth 100 points and counts as the 20% project grade for the 1st quarter.  See the scoring sheet link for specifics.

EXPLANATION

Virginia law permits the Fairfax County government to borrow money to finance the acquisition of land, materials, and equipment to construct projects by issuing general obligation bonds. General obligation bonds obligate the County to repay investors from future tax revenue. Bond financing permits the cost of a project to be repaid over a period of years during the life of a public facility. However, before the County can incur general obligation bond debt, the voters of the County must authorize the County to borrow those funds.

The question being presented in this bond referendum asks the voters of the County whether the Fairfax County government should be authorized to contract a debt and issue bonds in the maximum amount of $77,000,000 for the acquisition of new parks and the improvement of existing park facilities owned and operated by the Fairfax County Park Authority ($65,000,000) and by the Northern Virginia Regional Park Authority ($12,000,000).

Fairfax County Park Acquisition Program and Park Development Program

The 2008 Bond program includes land acquisition, park development, facility renovations, and stewardship projects. The Fairfax County Park Authority Board has adopted criteria for evaluating land acquisitions that include availability, demonstrated need, and park development, as supported by community input. The Park Authority will work with the private sector to acquire lands and easements and funds to supplement the bond proceeds. Park development projects include athletic fields, trails, and other new park facilities. Bond proceeds will also be used to repair and renovate aging park facilities, including building systems, indoor swimming pools, and various other park facilities. Stewardship projects protect natural and cultural resources and include wetland and stream restorations, dam repairs, and historic building preservation.

Northern Virginia Regional Park Authority Capital Improvement Program

Twelve million dollars will be allocated to Fairfax County’s share of the Regional Park Authority’s Capital Improvement Program, which provides land and facilities to address the needs of the citizens of Northern Virginia. The proposed plan includes projects at all regional parks, including a variety of new facilities, improvements to existing parks, and land and easement acquisition.
