Designed in 1991 by Terry Jelcick, a Petty Officer in the Coast Guard, while he was attached to PSU 303 operating from the Dammam Port in Dammam, Saudi Arabia during Operation Desert Storm. It took nearly ten years for the approval process to finally make it a reality in 2000.
