A. Troop meetings will be held at the time and date mutually agreed upon by
the Scoutmaster and Troop Committee Chairman. Care will be taken to keep a consistent time and date and the current meeting schedule will be posted on the Troop web site.
B. Patrol meetings may be scheduled by each Patrol Leader. Check with your Patrol Leader
for weekly scheduling of time and place.
C. C. Camping and other trips as a troop will be allowed only with parental consent. A new permission slip must be signed by a parent or guardian for each event. All Scouts must also have a Class 1 Health Form on file prior to any trip. Health forms will be updated yearly or with any significant health change.
D. Committee meetings will normally be held monthly at a time and place specified by the
Committee Chairman. Typically this will be the third week of the month. Parents are
invited to attend and observe.
A. Troop Meetings
(1) Troop meetings will be an integral part of Scouting, and Families are encouraged to
attend all meetings. When a scout has three consecutive unexcused Troop meetings he will
be considered inactive.
(2) Parent(s) or designated adult may accompany a Scout the Troop meetings. Guests are
welcome.
(3) Host Patrol will be responsible for the set-up and clean-up of meeting place,
welcoming families to the Troop meeting and the opening and closing flag ceremonies.
B. General
(1) Scout functions will be scheduled to begin and end at specific times. Scouts and
their parents are expected to be present when an activity begins and leave promptly upon
completion.
(2) Scouts should wear uniforms at all times unless otherwise specified. A Scout may
sometimes face a situation that would prevent his attending activities. (Example: family
absence from area, medical reasons, etc.) This will result in an excused absence when
referred to Patrol Leader or Scoutmaster.
A. The Troop operates on a budget plan. The fees go towards awards,
ribbons, supplies and registration fees to Boy Scouts of America. All fees must be paid
within 30 days of annual registration.
B. No boy will be penalized for financial hardship. The Troop Committee
will establish a Relief Fund. The relief fund will be considered an insurance policy. This
policy will apply to families that suffer job loss, major medical or other similar
financial crisis. The purpose of this fund will be to fund Registration and/or Summer Camp
fees for a Scout that would be otherwise be unable to pay.
C. The amount of fees will be decided by the Troop Committee at the
Annual Planning Meeting.
D. The Troop will pay the annual registration fees for Adults Leaders
from the General Fund.
E. The Troop Committee may elect to pay for Adult Leader Training and/or
Youth Leader Training from the Training Fund provided funds are available.
F. The Troop will establish Scout accounts so that the Scouts may earn
all or part of their way through fund raising activities. Credit percentages from fund
raising activities are to be determined by the Troop Committee. In any fund raising
activity, the minimum credit to go to the Scouts will be 10%. When a Scout leaves the
troop the balance in his account will be delivered to the Scout within 60 days.
A. Annual Plan
(1) The Troop will plan a program for the year in order to promote advancement for the youth.
(2) Annually, the Troop will conduct a program on the dangers of using drugs, alcohol, and tobacco, and other practices that could be harmful to your health. The discussion of other practices should include physical abuse, verbal abuse, sex abuse, racism, and violence. Focus of the program will be to educate the Scouts to Recognize, Resist and Report these abusive behaviors.
B. Advancement ceremonies
(1) Advancement ceremonies will be held at Court of Honor.
(2) Requests for awards will be submitted to the Awards Committee Person no later than the Thursday prior to the Court of Honor.(3) Court of Honor will be held quarterly during the months of Feb, Mar, Aug and Nov.
(4) The Troop should work with the Pack to allow the Feb. Court of Honor to coincide with the Pack Blue and Gold Banquet. This should allow the Pack to familiarize itself with the activities and advancements of the Troop.
(5) The Troop will provide advancement awards and mothers pins, from the General Fund.
(6) Provided funds are available, the Troop will provide an Eagle ring to Scouts that earn the Eagle Award. The ring is to be provided at the Court of Honor.
A. Size
(1) Patrols will consist of 6 to 10 boys.
(2) There will be no limit to the number of Patrols in the Troop.
B. Leadership
(1) Elections
a) Elections will be held in the last meeting of September and the last meeting of March. Newly elected leaders will take office on the following Troop meeting. If there are two or more patrols, there will be an election for a Senior Patrol Leader. After the Senior Patrol Leader is Elected, Patrol Leader will be elected within each Patrol.
(b) The minimum rank required for the offices of Senior Patrol Leader and Assistant Senior Patrol Leader will be First Class. In the event that this requirement cannot be filled, the rank requirement will be reduced until at least two candidates are capable of running for that office.
(2) Senior Patrol Leader
(a) The Senior Patrol Leader will appoint Assistant Senior Patrol Leader after the election. He may have one Assistant Senior Patrol Leader.
(b) The Senior Patrol Leader must appoint the following officers: Scribe, Librarian, Historian, and Quartermaster. The Senior Patrol Leader may appoint the following officers: Chaplain Aide, one or more Buglers, one or more Musicians.
(3) Assistant Senior Patrol Leader
(a) The Assistant Senior Patrol Leader becomes the Senior Patrol Leader in the event that the office of Senior Patrol Leader becomes vacant.
(b) All officers appointed by the Senior Patrol Leader report to the Assistant Senior Patrol Leader.
(4) Patrol Leader
(a) The Patrol Leader will appoint Assistant Patrol Leader after the election. He will have one Assistant Patrol Leader within the patrol.
(b) The Assistant Patrol Leader becomes the Patrol Leader in the event that the office of Patrol Leader becomes vacant.
(4) A Scout that is elected to or that is appointed to an office may be called up for review by the Scoutmaster or an Assistant Scoutmaster under specific circumstances.
(a) Anyone may file a complaint with the Scoutmaster or an Assistant Scoutmaster.
(b) The Scoutmaster or an Assistant Scoutmaster will invistigate the complaint for validity. Valid complaints will include the following: non-performance of duties of the office, gross negligence in performance of duties of the office, gross violation of the Scout Oath or Law.
(c) If the Scoutmaster or an Assistant Scoutmaster believes the complaint to be valid, the Scoutmaster or an Assistant Scoutmaster will forward the matter to the Troop Committee for review. Once called up for review, the Scout will be place before a Board of Review made up of the Troop Committee to examine the allegations. The Scout will be entitled to have an Adult Leader to represent his best interests. If the Board of Review find against the Scout, they may impose disciplinary action which may include removal of the Scout from office.
This document accepted by Troop Committee 11/11/2000. It may be ratified or amended by a two-thirds majority majority vote of the Troop Committee at any Troop Committee Meeting.
