add on all the classrooms and teachers and equipment you want.
The facilities will be vacant most of the year, used six hours out
of 24,
vacant 18 hours, and totally vacant the other 180 days.

The classrooms that were crowded six hours will be totally
vacant
for the next 18 hours, but the bills will go on.
Eighty-eight cents of our dollar sits idle.
No industry in the world could exist on that schedule
