Democratization Movement (WIDEM) II prior to the filing of HB 2327. (Fact) Act No. 1870 –
The University Charter: This is the existing UP Charter, enacted on House Bill No.
1587 (13th Congress): The proposed UP Charter of 2004 filed in the
lower house of the 13th Congress by Rep. Eduardo C. Zialcita on House Bill No.
2327 (13th Congress): Filed in the lower house of the 13th
Congress by Party List Representatives from Bayan Muna and Anakpawis, this
proposed UP Charter of 2004 is a version different from that of HB 1587 and
SB 1399. It seeks to replace the BOR with a UP System Assembly, and to
prohibit “profiteering activities” in UP. It is the version espoused by the
UP Wide Democratization Movement (WIDEM) II. (Fact) Senate Bill No.
1399 (13th Congress): The equivalent of HB 1587 - Proposed UP
Charter of 2004 filed in the upper house of the 13th Congress by
Sen. Francis N. Pangilinan. (Fact) House Bill No. 455 (12th Congress): This bill, filed in the House of
Representatives by then Rep. Nachura, was approved on third reading in
December of 2002 by the House with a vote profile of 132 Yeas, 0 Nays, and 0
Abstains. Dubbed “The UP Charter of 2002,” it was transmitted to the Senate
on the same month. (Fact) Senate Bill No. 2587 (12th Congress): This is the equivalent in the
Senate of House Bill No. 455. It was never voted upon. It did not pass
because its course in the Senate was cut short, by default, due to
delay up to the adjournment of the 12th Congress. (Fact) |
